this is a "termo de custódia efetiva" issued in Brasil, so that a minor can go live abroad with one of the parents.
" ... para que a menor possa residir no exterior, enquanto estiver na compania da mae MXXX Silva e do padrasto JXXX Silva, ficando ambos responsáveis pela custódia efetiva da menor XXXX da silva ..."

I am confused as there are many kinds of custody and this changes depending of local law...
