I believe that blinds are for indoor use such as what I would call "venetian blinds" wheras shutters are on the outside of the window to cut out light but also for protection.

agree Edward Nelson : I agree, but I would rephrase as follows: Avoid rolling the external blinds up and down manys times a day. With some phrasal verbs it works better this way.
