A friend of mine, here in the US, needs to have a legal document translated into German and sent to Germany. Does he need to have it done by a certified German translator in order to be accepted in Germany? Is there such a thing as a certified German translator for legal documents? Some countries do require a certified translator. I was wondering if Germany is one of them. I thank you in advance for shedding any light on that.

In Germany, we have so-called "sworn translators". These are translators who, after proving that they have suitable qualifications, swear an oath at their state's regional court and can then offer "sworn translations".
For example, if you want to have your US drivers license converted to a German one, you need to provide a sworn translation of your license. If you want to get married, you may have to provide sworn translations of your birth certificate etc.
Your friend should check with the people who need the translation to see if they need a sworn ("beglaubigte") translation or not.
