Who is in charge of localising Apple.com into its various languages? Does Apple have an in-house team of translators or does it co-operate with specific translation companies?

Yep, and Yep, as Jimmy Dalrymple would comment. They do have there own Cupertino based team, and there are sort of "authorised" translation agencies. You can find them at the Apple site, https://developer.apple.com/internationalization
