Being that its construction is in Mariana, a small town with approx. 58,000 people (according to the 2014 census), there is no justification for such high-speed transport. As Mariana was at the heart of a highly destructive environment disaster, most likely this tunnel project has to do with the construction of a drainage system in the form of a D tunnel (hopefully, to avoid similar disasters in the future). As mentioned elsewhere, the tunnel is "bullet-shaped".
