A term used to criticise Brazil's "bolsa-família" which is a kind of income support for families. I need a term in English that transmits the same critical message.
Context:
"A grande novidade do governo Lula é o olhar social. Há uma profunda mudança cultural e moral quando você torna a população mais pobre do Brasil legítima interessada no desenvolvimento. Quando chamam o Bolsa Família de “bolsa-esmola”, é porque veem a política social como a continuidade do passado. Não é. É a maior ruptura com o passado.”
Context:

Could just say "family allowance" - which is the word we use in England but for the uninformed this wud not transmit the fact that it was a government/free grant etc?

Programme of Transfers of Alms (Alms Transfer Programme)
Trata-se de uma crítica ao Programa Bolsa Família, comparando-o com esmolas. Troca a palavra família por esmola para denegrir o programa.
Não é uma bolsa do tipo "grant" de escolas ou universidades. É para famílias carentes.

To preserve the play on words. Better to call it 'alms' than refer to the recipients as beggars, which is insulting and discriminatory.
