"Os bancos, nacionais e gringos, também tem ligado pra perguntar o que está acontecendo, o racional da mudança, quem virá e quando virá, se essa é uma posição comum dos acionistas ou se só da PB, o impacto q essa mudança pode ter no financiamento de LP e take-out deles, etc."

This is written by the CEO of a company trying to get a hold of a board member [being unresponsive and said he would do "this and that" but has done nothing] regarding severe corporate matters [involving the bank] to be reported to the shareholders. "O racional da mudança" has me thinking of something like "where is the rationale with/for all these changes".
