Hi everyone! I'm translating the following academic abstract. I know what this phrase means but am struggling making it sound natural. Thanks for your help!

A Conferência do Rio de Janeiro e o Tratado Interamericano de Assistência Recíproca: conflitos na construção do sistema interamericano
Este artigo enfoca os conflitos que envolveram a aprovação do Tratado Interamericano de Assistência Recíproca (TIAR) na Conferência do Rio de Janeiro, em 1947. Analisamos os projetos de tratados que foram enviados para a União Pan-americana, principalmente os projetos Brasileiro, Mexicano e dos EUA; as votações preliminares que ocorreram antes da realização da Conferência com o objetivo de obter um consenso entre as nações envolvidas; e o texto final do TIAR. Nossa hipótese é a de que o texto final do TIAR não materializou um domínio completo dos EUA sobre os outros membros da União Pan-americana; ao contrário, ele representou a solução negociada possível, num momento de transição da política de boa vizinhança para a doutrina de contenção do comunismo. Este contexto permitiu aos países membros da União Pan-americana fazer valer algumas de suas propostas mesmo com a oposição dos EUA. ***Algo que dificilmente poderia se repetir nos anos seguintes***, na medida em que a política de contenção ao comunismo e o domínio dos EUA sobre o continente americano se consolidou.
