If there is Internet connectivity, the light next to the Wi-Fi icon in the status bar changes to green if the connection is good, or to orange if the connection is slow.
Cancel the network by right clicking on the S icon in the status bar, and select CANCEL DECOY from the drop-down menu.

Neste contexto, a expressão parece recente. Pode ter surgido por analogia com a área militar (parece ter o mesmo sentido), onde a tradução para "engodo" é frequente (vd link 4).
Mas reconheço que o comentário da Teresa é muito pertinente.
