Portuguese to English translations [PRO]
Law/Patents - Law (general) / Environmental infringements in shipping
Portuguese term or phrase: "por quem não seja legitimado"
CONTEXT -
A defesa não será conhecida quando apresentada:
a) fora do prazo;
b) por quem não seja legitimado;
c) perante órgão ou entidade ambiental incompetente

I've cogitated "by non-legitimate person" but find that very awkward and want to say something along the lines of "by a person not legally entitled..."

What do you all think?
Thanks in advance!
