Le concours des volontés des parties sur les termes de la présente convention étant intervenu en octobre 2000 il est précisé que pour l'application du présent article le montant du loyer tel qu'il est fixé à l'article IV est établi en considérant que l'indice de base est, conformément à l'article 1728 du Code Civil, celui du mois de septembre 2000 soit 106,20 points.

This is in a Belgian lease agreement. In the 'Adjustement of rent' article. Any help or English links will be much appreciated. I just can't seem to grasp the sense of it. Thank you kindly!

If "volonté" is really important ...

This can certainly be simplified in English - and, in my opinion, improved thereby - but if for any reason you feel the notion of "volonté" betrays something - such as interminable wrangling prior to this agreement - and that this is important and must be conveyed in the translation (maybe some francophones will comment on the possible connotations of the French), then you might want to consider something like:
