• O Contexto do Projeto
O Governo da Bahia, percebendo o crescimento acelerado do turismo no Estado no início da década de 90, contratou duas empresas de consultoria para desenvolver as estratégias de desenvolvimento da atividade através da elaboração do Programa de Desenvolvimento Turístico da Bahia – Prodetur/Ba.
Um programa multi-setorial do Governo da Bahia, o Prodetur/Ba se encontra inserido na macro-estratégia turística do Estado. Dentre as estratégias do Programa estavam a identificação das áreas turísticas potenciais, bem como a diversificação da atratividade para o litoral e o interior do estado. Nesse momento foram definidas as sete zonas turísticas da Bahia que iriam compor os Centros Turísticos Integrados propostos pelo Programa, sendo: Baía de Todos os Santos, Costa dos Coqueiros, Costa do Dendê, Costa do Cacau, Costa do Descobrimento, Costa das Baleias e Chapada Diamantina, conforme mapa abaixo.
Prodetur Ba
Os benefícios trazidos pela atividade turística no Estado da Bahia no período de 1991-2002 estimularam o prosseguimento das ações traçadas no Programa de Desenvolvimento Turístico da Bahia – Prodetur-Ba.
Foi visando consolidar o turismo como atividade promotora da eficiência econômica, a equidade social e o respeito ao meio ambiente, que a Secretaria da Cultura e Turismo, em articulação com a iniciativa privada e representantes da sociedade civil, lançou a nova Estratégia Turística do Estado 2003-2020 intitulada “Século XXI: Consolidação do Turismo”.
Essa estratégia proposta para o período 2003-2020, que se apóia nos mesmos princípios que nortearam o modelo proposto em 1991, visa direcionar as intervenções governamentais nas áreas de interesse turístico do Estado. A expectativa é o alcance dos resultados compatíveis com a visão, missão e objetivo propostos pelo Programa:
Visão:
“ A Bahia será referência nacional de modelo de desenvolvimento turístico sustentável porque todos os agentes (governos, empresários, sociedade civil organizada e a população) estarão comprometidos com esse propósito compartilhando os resultados alcançados, o que vai tornar a estada de cada visitante uma experiência única, exclusiva e enriquecedora”.
Missão:
“O turismo é um agente de interação entre as esferas econômica, sócio-cultural e ambiental, fortalecendo a identidade da Bahia por estar fundamentado nos valores diferenciais do seu povo e território.”
Objetivo:
“Promover o desenvolvimento sustentável da atividade turística no Estado da Bahia”.
São cinco as macro estratégias traçadas para o Estado até o ano de 2020:
Estrutura Pública: Continuar fomentando o desenvolvimento do turismo no Estado, realizando ações nas áreas de planejamento, infra-estrutura básica e acompanhamento.
Gestão Municipal: Intensificar o apoio à modernização técnico-administrativa das prefeituras nos municípios turísticos, viabilizando um modelo de gestão referenciado nos princípios do desenvolvimento sustentável.
Educação para o Turismo: Continuar estimulando a participação das comunidades dos núcleos receptores no processo socioeducativo, melhorando suas condições de vida e a qualidade da experiência do turista.
Integração: Reforçar a necessidade de integração entre os atores envolvidos com a atividade turística, objetivando a inserção de todos em um projeto comum de desenvolvimento sustentável.
Marketing: O marketing do turismo na Bahia deverá ser liderado pelo conjunto de atores da cadeia de valor – atentando para as singularidades de cada ZT, direcionado para o mercado – orientando o desenvolvimento de estratégias prioritárias e de mix de marketing adequados a cada mercado – e fundamentado em pesquisa e planejamento – para monitorar hábitos, estilos de vida e tendências do consumidor.
Nesta nova estratégia, novas áreas foram incorporadas, compondo a nova Geografia Turística da Bahia, são elas: Caminhos do Oeste, Lagos do São Francisco, Vale do Jiquiriçá e Caminhos do Sertão. Além disso, alguns municípios foram incorporados às ZTs criadas na primeira fase do Prodetur-Ba.
A demanda de necessidades para o desenvolvimento do turismo na Bahia tem impulsionado o Governo do Estado à captação de outras fontes de recursos, não se limitando apenas ao financiamento do Prodetur/NE. São recursos provenientes do próprio Governo do Estado, BNDES, Governo Federal, Caixa Econômica Federal, Banco Mundial, entre outros.
O volume de investimentos públicos, aplicados e previstos, nas zonas turísticas do Estado atinge no período de 1991/2020 o montante de US$ 3,3 bilhões, incluindo investimentos do PRODETUR/NE, conforme quadro a seguir:

Os investimentos públicos na Bahia têm estimulado a concretização de investimentos privados significativos. A previsão de investimentos entre obras concluídas ou em projeto para o período de 1991/2020 é de US$ 7,7 bilhões, destinados principalmente a implantação e expansão da rede hoteleira, valendo salientar que o Estado detém um dos maiores conjuntos de investimentos turísticos do Brasil.

• O PLANO DIRETOR
Análise da propriedade
A área denominada Ilha de Cajaíba, está localizada ao norte da Baía de Todos os Santos, na foz do rio Subaé, a 38km de Salvador por via marítima e a 67km por via terrestre, distando apenas 700m do cais de atracação da cidade de São Francisco do Conde, no continente.
Existem duas opções de acesso à área, uma por via marítima e outra por via terrestre.
• Via marítima: Partindo de Salvador, da Marina, com percurso balizado e distância aproximada de 38km, percurso de cerca de quarenta minutos de duração em velocidade de cruzeiro.
• Via terrestre: Saindo de Salvador, através da BR-324 até o km 32, por onde se acessa a BA-522 até atingir a cidade de São Francisco do Conde , numa distância total de 67km, percurso de cerca de cinqüenta minutos de duração. Partindo do cais de atracação, o percurso de cerca de 700m até a ilha se faz de barco, com duração de aproximados 10 minutos.
A Ilha de Cajaíba se constitui num conjunto de 04 ilhas interligadas e uma reserva de mangue nativo em sua volta, perfazendo uma área total de 1.071,74ha., distribuídos em 530,00ha. de manguezal e 521,74ha. nas ilhas que a compõem (293,43ha. da Ilha de Cajaíba e 229,31ha. das Ilhas de Pióca, Casqueira e Sergimirim). Possui ainda uma belíssima construção datada de 1.712, patrimônio histórico de relevante valor, mansão e sede da propriedade do então Barão de Cajaíba, protegida por um cais.
Atualmente, além de expressiva área de mata em recuperação (126,02ha.), encontram-se plantações de cacau (153,34ha.), banana (78,12ha.), pastagens (78,22ha.) e outros cultivos (23,21ha.), pequeno bambuzal (2,91ha.) e áreas remanescentes com plantações diversas. Encontram-se também duas casas para administração, seis para colonos, estrutura para produção de cacau e fonte de água potável.
Ao longo da costa da ilha se apresentam trechos descobertos de mangue que formam pequenas praias. A sudeste, voltado diretamente para o mar, encontra-se um trecho de praia com aproximados 850m de extensão, para o qual deverá se criar uma trilha de acesso permitindo assim aos hóspedes e moradores desfrutarem de sua balneabilidade.
A Baía de Todos os Santos, ambiente estuarino-lagunar, com clima quente e úmido, com elevado índice pluviométrico (acima de 60mm ao mês equivalendo a 2.100mm ao ano), apresentando elevadas temperaturas em todas as estações e baixa amplitude térmica. A economia das comunidades da região é basicamente movida pelo turismo e áreas com valor histórico relevante. Alguns municípios têm um médio desenvolvimento comercial, sendo expressivas na região atividades de artesanato e pesca.
O Plano de Ocupação
Nesse contexto está sendo desenvolvido um Plano de Ocupação que contempla a implantação de um condomínio constituído por quatro usos específicos - o hoteleiro, o golfe, o residencial e o de comércio, serviços, entretenimento e lazer em apoio às atividades hoteleiras previstas, buscando desfrutar das belíssimas características ambientais locais, além da vista proporcionada pela topografia suave e ascendente, sempre preservando o meio ambiente local, fazendo com que seja parte integrante do projeto.
Além da intenção de ampliar os investimentos no turismo, o Plano Diretor aponta diretrizes de ocupação urbana em uma ilha com aproximadamente 8km de extensão e 1.071ha., na Baía de todos os Santos.
Neste sentido, o Projeto tem como principais objetivos:
• Promover o desenvolvimento urbano e turístico da região sem prejuízos ao meio ambiente natural;
• Liberar potencialidades de desenvolvimento urbano e turístico seja por iniciativa pública ou privada;
• Definir diretrizes de uso e ocupação do solo, de modo a garantir autonomia aos espaços no que se refere a comércio e serviços, equipamentos públicos, esporte e lazer;
• Apontar soluções adequadas para drenagem, esgotamento sanitário, suprimento de energia elétrica e telecomunicações;
• Estabelecer um bom relacionamento constante com as comunidades do entorno, identificando parcerias possíveis.
O empreendimento tem como objetivos promover o desenvolvimento urbano, o turístico e econômico da Ilha de Cajaíba, tendo o turismo como sua principal atividade, uma vez que a região detém o privilégio de possuir cenários com aptidões para este fim, reunindo condições essenciais para o pleno desenvolvimento desta atividade.
A concepção do projeto urbanístico foi direcionada com a visão correta de implantação de um empreendimento turístico, de maneira planejada, com soluções de implantação de equipamentos turísticos, comerciais e de lazer, além dos residenciais, que somarão, de uma maneira equilibrada e em fases distintas, à resultante de um novo desenvolvimento que refletirá diretamente em novos empregos e vantagens nas áreas sociais, contemplando um condomínio voltado para turismo, residência e lazer, constituído por usos diferenciados, destacando-se o uso hoteleiro, o uni e pluri-residencial e o de comércio e serviços, abrangendo entretenimento e lazer em apoio às atividades hoteleiras e residenciais previstas que encontram na multiplicidade de alternativa para hospedagem lazer, diversão, esporte e moradia, uma das suas principais características. Além disso, incorpora a noção de que, somente através da manutenção do meio ambiente natural e da qualidade do ambiente construído e do serviço oferecido, é possível desenvolver as potencialidades locais com vistas a conquistar os mercados externos.
Longe de encarnar um modelo rígido de ocupação territorial, o Projeto indica linhas gerais de intervenção, estabelecidas no zoneamento básico, as quais, necessariamente, estarão subordinadas à dinâmica do desenvolvimento econômico da região. Tem-se a clareza da inutilidade da formulação de elementos rígidos de ocupação do espaço e do fracasso na adaptação da realidade ao planejamento. As necessidades, interesses e oportunidades surgirão no processo de implementação do Plano, embora condicionados pelas orientações aqui estabelecidas. Não pode, portanto, prescindir de atualizações ao longo dos anos, definidos como horizonte para sua implementação na totalidade.
Finalmente, este projeto figura como instrumento essencial para o desenvolvimento da região. É, portanto, alavanca indispensável à inserção definitiva desta localidade no circuito do turismo internacional.
Está inserida em área da Área de Proteção Ambiental - APA da Baía de Todos os Santos, criada pelo decreto de no 7.595, de 05 de julho de 1.999, cujo Plano de Manejo ainda não foi elaborado, não havendo, portanto, parâmetros urbanísticos definidos para sua ocupação.
A Apa Baía de Todos os Santos foi criada com o objetivo de assegurar a proteção de suas ilhas, ordenando as atividades sócio-econômicas dos municípios que abrange.
- Acessos
O acesso principal do projeto ocorrerá a nordeste da ilha, através do píer que está sendo proposto nas imediações do casarão, recepção e maior atração do empreendimento. Em seu entorno será desenvolvida a Vila Comercial, centro de negócios do plano diretor. A partir da Vila, se desenvolve a principal via de circulação e distribuição interna, dando acesso viário a todos os usos propostos. Esta via se desenvolve acompanhando, sempre que possível, a declividade natural do terreno, aproveitando parte do traçado viário existente, principalmente considerando que será destinada à circulação de veículos de baixa potência e pequeno porte, movidos a eletricidade.
- Usos
a. Uso de Serviços
Destinado a abrigar os serviços de infra-estrutura do empreendimento, foi reservada uma área ao longo da via principal, eqüidistante às duas extremidades das ocupações propostas, para implantação dos serviços de manutenção e apoio ao condomínio, onde se incluem a sub-estação, as estações de tratamento de água e esgoto, brigada de incêndio, posto policial e centro médico.
b. Uso Comércio e Serviços
O uso comercial e de serviço está implantado em duas locações, com as características de uma vila de comércio, serviços, entretenimento e lazer, aberto, desfrutando da beleza natural da foz do rio e do manguezal, com um número estimado final de 80 lojas e quiosques, que deverão gerar uma média de 240 empregos, para serviços e comércio em geral, incluindo alimentação. As diversas ocupações deverão ser agrupadas em blocos de lojas com área variando entre 40,00 e 50,00m2, e algumas delas, com área maior, destinadas à implantação de restaurantes e bares, desfrutando da belíssima vista que se apresenta no local, ao longo do mar e do rio, em cuja margem se desenvolve extenso manguezal.
c. Uso de Esporte e Lazer
Um uso de esporte e lazer, em apoio aos usos hoteleiros projetados e residenciais existentes, deverá contar com quadras de tênis e poli-esportivas, campo de futebol e estruturas para o clube social (Health Center do condomínio – piscinas, saunas, jacuzzi, salas de massagem, descanso, salão de ginástica, quiosques de apoio e serviços, além de kid´s clube).
d. Golfe
O campo de golfe, com dois circuitos de nove buracos cada ou um único de 18 buracos e um driving range, é um dos principais atrativos do condomínio. Voltada para ele se desenvolve numa parte das atividades hoteleiras e residenciais previstas, num convívio direto moradia-golfe, desfrutando da vista que proporciona.
e. Uso Hoteleiro
O uso hoteleiro está caracterizado pela implantação de 06 hotéis, com número total de 2.100 UH (unidades hoteleiras), desenvolvido em até quatro pavimentos com uma população estimada em 4200 hóspedes e 2100 empregados. Um hotel de menores proporções foi proposto nas proximidades da vila comercial. Outros três foram implantados nas vertentes do corpo principal da ilha, com vista para o mar e para o golfe. Os dois restantes foram implantados na extremidade norte da área. Todos os hotéis deverão ser tematizados.
f. Uso Residencial
Os usos residenciais contemplam a implantação de vilas, apartamentos, terraços e casas do rio. Voltados para o golfe, ao longo da via que o circula, foram implantados seis usos destinados à implantação de vilas (UR 2, 5, 6, 8, 10 e 11) e outros cinco para comportar apartamentos (UR 1, 3, 4, 7 e 9) . Nos outros 11 usos, na parte oeste da ilha, 05 deles foram destinados à construção de vilas e os outros 06 à de apartamentos. O total de moradias previsto na ocupação atinge 5.496 unidades residenciais (1.148 vilas unidomiciliares e 3.808 blocos de apartamentos pluridomiciliares com quatro apartamentos por pavimento e até quatro pavimentos – prevendo-se a implantação de 238 blocos). A estimativa de moradores é de 14.868, e a de empregos gerados é de 2.478 empregos para o segmento.
- Áreas verdes, espaços abertos e índices atingidos
O projeto propõe o ordenamento de uso do solo e a preservação do meio ambiente, integrando a implantação às condições naturais do sítio, tanto físicas quanto ambientais, na busca de atingir, com qualidade, o equilíbrio auto sustentável de uma área antropisada, atualmente não habitada propondo uma ocupação com o objetivo maior de disponibilizar entretenimento e lazer para os habitantes do empreendimento.
A área do Projeto congrega características excepcionais para a implantação de empreendimentos aportados nos aspectos naturais. Trata-se de uma área rica em diversidades de ambientes naturais, cujos compartimentos apresentam fisionomia e dinâmicas ecológicas diferentes. Essas particularidades favorecem o desenvolvimento da atividade turística, dentro de uma visão moderna em que o ambiente natural, valorizado e preservado, traduz-se no principal produto a ser oferecido ao mercado.
O empreendimento desenvolve-se com a sua atividade principal – o segmento turístico – estruturado no segmento hoteleiro, e com o segmento residencial estruturado em condomínios uni e multiresidenciais. As atividades secundárias são desenvolvidas nos segmentos de comércio e serviço, entretenimento e lazer, incluindo o esportivo.
Esta associação de atividades estabelece um modelo adequando a proposta de haver um equilíbrio da atividade turística considerando a necessidade de se oferecer a atividade residencial, visando o desenvolvimento de São Francisco do Conde. Um empreendimento deste tipo e tamanho, sem dúvida, exigirá esforços da correta instalação de equipamentos comunitários de infra-estrutura, necessitando, nas áreas de educação e saúde, o comprometimento de órgãos governamentais, com parceria com o grupo investidor, tais como escolas de artesanato, dança e de formação profissional, além de postos de saúde dimensionados para as futuras demandas. A área mínima de 5% da área ocupável da ilha, que corresponde a 26,09ha, deverá ser destinada à implantação destes equipamentos de uso instituciona, reservada, em distintas parcelas, fora dos limites do empreendimento, em zona de uso onde se permita ocupação e que tenha acesso direto a uma via de circulação.
O conceito urbanístico elege o equilíbrio entre os espaços ocupados e o meio-ambiente, com propostas que, sem dúvida, refletirão na melhor qualidade de vida dos futuros habitantes e dos moradores de São Francisco do Conde.
O plano diretor prevê a ocupação de aproximadamente 5,33% da área total com construções e 0,04% com sistema viário de acesso e circulação interna. A essas áreas se somam as ocupações com piscinas, quadras e demais equipamentos, devendo atingir um percentual aproximado de 10,00% com áreas impermeáveis, resultando assim num alto índice de permeabilidade, com a destinação de 90,00% para os espaços abertos. O circuito de espaços abertos, assim, é formado pelas áreas de preservação e proteção permanente que correspondem ao mangue, à faixa de marinha e sua faixa de domínio, à área úmida e suas faixas de proteção, às áreas de mata, além das áreas verdes geradas pelo Projeto, que correspondem às faixas verdes das vias, aos estacionamentos de veículos em piso permeável e às áreas remanescentes não ocupadas, internas aos usos.
Os índices atingidos refletem uma ocupação de baixa densidade. Considerando-se a área líquida da ilha, excluída a área de mangue, a densidade bruta atingiu 51,59 hab/ha, e a líquida 45,88 hab/ha.
O empreendimento prevê ainda a implantação de projetos de infra-estrutura básica (água, esgotamento sanitário, drenagem, energia elétrica, telefonia, sistema viário de circulação interna, acessos e tratamento de resíduos sólidos).
As áreas de proteção e preservação permanente se enquadram na categoria de áreas “non aedificandi” por se constituírem em eficiente medida de preservação. Toda esta área foi mantida como área verde privada, em particular aquelas limítrofes aos usos residenciais. Nos usos hoteleiros e de comércio e serviços, permanecerão sob domínio privado, sendo sua manutenção de responsabilidade exclusiva dos proprietários.
Do ponto de vista urbanístico, essas áreas assumem papel importante, vez que se prestam a uma infinidade de atividades de lazer, esporte e recreação.
Os espaços das áreas remanescentes internas aos usos vêm se somar ao circuito de espaços abertos, com o objetivo de contribuir para a liberar a circulação de ar e oferecer uma imagem urbana aprazível, além de manter a vegetação em seu estado natural.
A intenção é criar, com a adição desses espaços verdes, uma alternância entre espaços ocupados e áreas livres, que venha a produzir uma ambiência agradável e satisfatória.
A preservação das áreas de mata busca garantir a integridade da paisagem natural e a manutenção da cobertura vegetal. O remanescente das ocupações dentro dos respectivos usos está sendo mantido dado à sua relevância para o equilíbrio do meio ambiente resultante.
Os canteiros laterais da via principal de circulação e das secundárias, internas aos usos representam uma parcela não desprezível de áreas livres, principalmente se for considerada a sua importância na composição da imagem urbana. Com objetivo de não se impor uma agressão maior ao meio ambiente, os pisos utilizados nos estacionamentos é do tipo permeável, seja em articulado tipo uni verde ou gravilhão.
- Empregos gerados pelo empreendimento
A implantação da ocupação proposta pelo plano diretor vai gerar uma demanda de mão de obra relevante. Para a fase de operação, considerando o prazo de quinze anos para sua implantação, foi projetado um total de 4.872 empregos diretos, sendo 2.100 para o setor hoteleiro, 294 para os setores de administração e de manutenção, de comércio, serviços, entretenimento e lazer e 2.478 para o setor domiciliar.
Para esta estimativa da mão de obra, foi adotada a base de 1 funcionários/UH (unidade hoteleira). Nas áreas de comércio, de serviço, de entretenimento e de lazer, foram adotados números que atendam ao uso e, nas áreas residenciais, o de 1 funcionários para cada duas residências.
As atividades econômicas previstas na área do Projeto estão concentradas no setor terciário. Entre as atividades terciárias destaca-se o turismo em vista da sua importância econômica na região. O crescimento do turismo deverá se tornar a sua grande alavanca de crescimento econômico, razão pela qual o Projeto propõe a estruturação de um empreendimento onde o empresariado do setor encontrará novas oportunidades de investimentos.
Durante algum tempo, o turismo na região esteve aportado apenas nos atributos ambientais, haja vista a insignificância das ações públicas e privadas no sentido de assegurar uma melhor performance ao setor. As investidas pontuais, até a implantação, pelo PRODETUR, se caracterizaram pela reduzida expressão e pelo insucesso dos objetivos apregoados.
Nos últimos anos, entretanto, esse quadro assumiu outro contorno. Algumas medidas de peso vêm sendo tomadas para aumentar a produtividade do setor, a exemplo da construção da Linha Verde – BA 099, e a ampliação do Aeroporto Internacional Deputado Luís Eduardo Magalhães. Junto a essas ações concretas, o PRODETUR acena com a realização de investimentos em obras de infra-estrutura e acesso viário na Baía de Todos os Santos, em parceria com o Governo do Estado, contando, para tanto, com recursos do Banco Interamericano de Desenvolvimento – BID.
O quadro preliminar de áreas e índices dos usos é apresentado em anexo.

• Context of the Project
The Government of Bahia, upon perceiving the rapid growth of tourism in the State at the beginning of the nineties, contracted two consultancy firms to develop strategies for the expansion of the activity by means of preparing the Program of Development of Tourism in Bahia – Prodetur/Ba.
A multi-sectional program of the Government of Bahia, Prodetur/Ba is inserted in the macro-strategy of tourism of the State. Among the strategies of the Program, was the identification of potential areas for tourism as well as diversification of the attractions on the coast and in the interior of the State. At that time, seven areas of tourism in Bahia were defined that would constitute the Integrated Centres proposed by the Program, which are: Baía de Todos os Santos, Costa dos Coqueiros, Costa do Dendê, Costa do Cacau, Costa do Descobrimento, Costa das Baleias and Chapada Diamantina, as shown in the map below:
Prodetur Ba
The benefits brought by the activity of tourism in the State of Bahia in the period of 1991-2002 stimulated the pursuit of the actions planned in the Program of Development of Tourism in Bahia – Prodetur-Ba.
Aiming at the consolidation of tourism as an activity that promotes economic efficiency, social equality and respect towards the environment, the Department of Culture and Tourism together with private initiative and representatives of organized society, launched the new Strategy of Tourism in the State for 2003-2020 entitled “The 21st. century: Consolidation of Tourism”.
This proposed strategy for the period of 2003-2020 that is supported by the same principles that guided the model proposed for 1991, aims at directing governmental intervention towards the areas of tourist interest in the State. The expectation is to obtain results that are compatible with the vision, mission and objective proposed by the Program:
Vision:
“Bahia will be the national reference of the model of sustainable development of tourism as all agents, (governments, entrepreneurs, organized society and the population) will be committed to this purpose and sharing the results obtained, which will make the stay of each visitor a unique, exclusive and fruitful experience”.
Mission:
“Tourism is an agent of interaction between the economic, socio-cultural and environmental spheres, strengthening the identity of Bahia as it is based on the differentiated values of its people and territory.”
Objective:
“Promote the sustainable development of the activity of tourism in the State of Bahia".
There are five macro strategies planned for the State until the year of 2020:
Public Structure: Continue stimulating the development of tourism in the State, carrying out actions in the areas of planning, basic infrastructure and attendance.
Municipal Management: Intensify support to technical and administrative modernization of tourism municipalities, offering a management model based on the principles of sustainable development.
Education for Tourism: Continue encouraging the participation of the communities of the receiving centres in the socio-educational process, improving their way of life and the quality of the experience of the tourist.
Integration: Reinforce the need for integration among the participants involved with tourism with the objective of inserting all of them in a common project of sustainable development:
Marketing: The marketing of tourism in Bahia shall be led by a team of participants of merit – attending to the singularities of each Area of Tourism, directed towards the market – orientating the development of preferred strategies and of the marketing mix adequate to each market – and based upon research and planning – in order to monitor the habits, lifestyles and inclinations of the consumer.
In this new strategy, new areas have been incorporated that constitute the new Geography of Tourism in Bahia, such as: Caminhos do Oeste (Routes to the West), Lagos do São Francisco ( São Francisco Lakes), Vale do Jiquiriçá (Jiquiriçá Valley) and Caminhos do Sertão (Routes to the Hinterland). In addition, some municipalities were incorporated to the Areas of Tourism created in the first stage of Prodetur-Ba.
The demand for the development of tourism in Bahia has stimulated the Government of Bahia to capture other means of resources, not limited only to the financing of Prodetur/NE. These are resources granted by the State Government itself, by BNDES (National Bank of Economic and Social Development), the Federal Government, Federal Savings Bank, the World Bank, among others.
The volume of public investment, applied and foreseen, in the areas of tourism of the State, during the period of 1991/2020, reaches the amount of US$ 3.3 billion, including PRODETUR/NE investments, as can be seen in the following chart:

Public investments in Bahia have stimulated the obtainment of significant private investments. The forecast for investments in concluded jobs or projected ones for the period of 1991/2020 is US$ 7,7 billion, especially directed towards the implementation and expansion of the number of hotels, and it is worth pointing out that the State is the holder of one of the highest number of investments in tourism in Brazil.

• MANAGEMENT PLAN
Analysis of property
The area called “Ilha de Cajaíba” is located north of the “Baía de Todos os Santos”, at the mouth of the Subaé river, 38km from Salvador by sea and 67km by land, only 700m from the landing pier of the town of São Francisco do Conde, on the continent.
There are two means of access to the area, one by sea and the other by land.
• By sea: Leaving Salvador from the Marina, with a route marked by buoys and a distance of approximately 38 km that takes about forty minutes at cruising speed.
• By land: Leaving Salvador along BR-234 until km 32, then taking BA-522 to the town of São Francisco do Conde, with a total distance of 67 km, which takes about fifty minutes. Leaving the landing pier, the route of about 700m until the island is made by boat, taking approximately 10 minutes.
The island of Cajaíba is composed of 04 interconnected islands and a reservation of native swamp surrounding it, with a total area of 1,071.74ha, distributed with 630.00ha. of swampland and 521.74ha. in the islands that compose it (293.43ha. of Cajaíba Island and 229.31ha. of Pióca, Casqueira and Sergimirim islands). There is a beautiful building dated 1712, a landmark of great value, the mansion and main building of the estate of the former Baron of Cajaíba, protected by a pier.
Nowadays, besides the considerable area of forest that is being recovered (126.02ha.), there are cocoa plantations (153.34ha.), banana plantations (78.12ha.), pastures (78.11ha.) and other cultivations (23.21ha), a small bamboo grove (2.91ha.) and remaining areas with different plantations. There are also two houses for the administrators, six for farmhands, a structure for the production of cocoa and a spring of potable water.
Along the coast of the island there are sections of uncovered swamp that form small beaches. To the southeast, directly facing the sea, there is a portion of beach approximately 850m long, which will have a trail of access so that guests and inhabitants will be able to enjoy its bathing facilities.
The “Baía de Todos os Santos”is a mixed environment of estuary and lagoon, with a hot, humid climate, with high rainfall (more than 60mm per month equivalent to 2,100mm per year), high temperatures at all seasons and low thermal amplitude. The economy of the communities in the area is mostly based on tourism and on areas with relevant historical value. Some municipalities have average commercial development, especially in the areas of handicraft and fishing.
Occupation Plan
In this context an Occupation Plan is being developed that contemplates the implementation of a condominium for four specific uses – hotel, golf, residential and commercial, which includes services, entertainment and leisure to support the foreseen hotel activities, with the aim of enjoying the characteristics of the beautiful local environment, besides the lovely view of the gently sloping landscape, always preserving the local environment, making it an integral part of the project.
Besides having the intention of increasing investments in tourism, the Management Plan establishes guidelines for the urban occupation on an island with an approximate length of 8 km and with 1,071ha
on the Baía de todos os Santos.
Thus, the main objectives of the Project are:
• Promote urban development and tourism in the area without causing harm to the natural environment;
• Obtain potential aid either from public or private enterprises for urban development and tourism;
• Define guidelines for the use and occupation of soil, in order to guarantee autonomy to the spaces intended for commerce and services, public equipment, sports and leisure;
• Indicate solutions for drainage, sewage, sanitation, supply of electricity and telecommunications;
• Establish a good continuous relationship with the surrounding communities, identifying possible partnerships.
The objectives of the undertaking are to develop tourism, economy and urban progress on the island of Cajaíba, tourism being its main activity, since the area has the privilege of beautiful sceneries for this purpose and essential conditions for the successful development of this activity.
The conception of the urban project was directed with the correct vision of implementing an undertaking related to tourism, in a planned manner, with solutions of implementation of equipment for tourism, commerce and leisure, as well as residential, which will result, in a balanced manner and at different stages, in further development that will reflect directly on new job opportunities and advantages in social areas, contemplating a condominium directed toward tourism, residence and leisure, composed of different uses, especially the hotel, one- or more-family housing, commerce and services, including entertainment and leisure as support to the foreseen hotel and housing activities that, in the multiple alternatives of accommodation, leisure, entertainment, sports and housing, constitute one of its main characteristics. Furthermore, it incorporates the notion that only by maintaining natural environment and the quality of the buildings and of the services offered will it be possible to develop local potentialities in order to conquer foreign markets.
Far from following a strict model of occupation of territory, the Project indicates general lines of intervention, established on basic zoning, which shall definitely be subordinated to the dynamics of the development of economy in the area. It is clear that it would be useless to establish strict elements of space occupation and of failure to adapt reality to planning. The needs, interests and opportunities will appear during the process of implementation of the Plan, even though they are conditioned by the guidelines established herein. Therefore, updates throughout the years shall be considered, defined as the horizon for its total implementation.
Finally, this project is an essential instrument for the development of the area. It is therefore an indispensable lever to definitely insert this location into the international tourism circuit.
It is inserted within the Area of Environmental Protection – APA – of Baía de Todos os Santos, as per Decree nº 7595, dated July 5, 1999, and its Management Plan has not yet been prepared, therefore there are no urban parameters defined as regards its occupation.
APA Baía de Todos os Santos was created with the objective of ensuring the protection of its islands, by organizing the socio-economic activities of the municipalities it includes.
- Accesses
The main access to the project will be on the northeast side of the island, by means of the pier that is being proposed near the large house, reception and the greatest attraction of the undertaking. Surrounding it, there will be a Commercial Village, the business centre of the Management Plan. Starting from the Village, the main means of circulation and internal distribution will be developed, thus giving access by road to all the proposed uses. This road will follow, whenever possible, the natural declivity of the terrain, making use of the existing delineated route, especially taking into consideration that it will be used for the circulation of small, low-powered electric vehicles.
- Uses
a. Use of Services
An area alongside the main road has been reserved to be used for sheltering the services of infrastructure of the undertaking, equally distant from the two extremities of the proposed occupations, for the implementation of services of maintenance and support to the condominium, among which are included the sub-station, stations for treatment of water and sewage, fire brigade, police station and medical centre.
b. Commercial Use and Services
Commercial use and services is established in two locations, with the characteristics of a village with commerce, services, entertainment and leisure, in the open air, enjoying the natural beauty of the mouth of the river and of the swamp, with an estimated final number of 80 shops and kiosks that will generate an average of 240 jobs, for services and commerce in general, including eating facilities. The different occupations shall be grouped in blocks of shops with an area that ranges from 40.00 to 50.00 square meters, and some of them, with a larger area, to be used for restaurants and bars, enjoying the beautiful view of the place alongside the sea and the river and of the swampland that borders it.
c. Use of Sports and Leisure
A use for sports and leisure, supporting the projected hotel and existing residential uses, shall have tennis courts and multi-sport courts, a soccer field and structure for a social club (Health Centre for the condominium – swimming-pools, saunas, whirlpools, rooms for massage and for resting, gymnasium, kiosks for support and services, and a club for kids).
d. Golf
The golf course, with two nine-hole circuits each, or a single one with 18 holes and a driving range, is one of the main attractions of the condominium. It is part of the foreseen hotel and residential activities, in direct contact of accommodation-golf, enjoying the view it provides.
e. Hotel Use
Hotel use is characterized by the implementation of 06 hotels, with a total number of 2100 HU (hotel units), with up to four floors each and an estimated population of 4200 guests and 2100 employees. A smaller hotel was proposed near the commercial village. Another three were established on the slopes of the main part of the island, with a view of the sea and of the golf club. The remaining two were established at the northern end of the area. All hotels shall have different themes.
f. Residential Use
The residential uses contemplate the implementation of villas, apartments, terraces and houses by the river. Six uses were established turned toward the golf club, along the road that surrounds it, for the implementation of villas (UR 2, 5, 6, 8, 10 and 11) and another five for apartments (UR 1, 3, 4, 7 and 9) . In the other 11 uses, in the western part of the island, 05 were meant for the construction of villas and the other 06 for apartments. The total foreseen number of accommodations in the occupation is 5,496 residential units (1,148 one-family villas and 3,808 blocks of multi-family apartments with four apartments per floor and up to four floors – foreseeing the implementation of 238 blocks). The estimated number of residents is 14,868, with 2,478 jobs generated for the segment.
- Green areas, open spaces and indexes attained
The project proposes the organization of the use of the soil and preservation of the environment, by integrating the implementation with the natural conditions of the site, both physical and environmental, in an attempt to reach, with quality, the self-sustainable equilibrium of a human-altered area, presently uninhabited, proposing occupation with the greater objective of providing entertainment and leisure tothe inhabitants of the undertaking.
The area of the Project assembles exceptional characteristics for the implementation of undertakings based on natural aspects. It is an area that is rich in the diversity of natural environments, whose areas present different ecological aspects and dynamics. These particularities favour the development of tourism, within a modern vision where natural environment, valued and preserved, becomes the main product to be offered on the market.
The undertaking is developed with its main activity – the tourism segment – structured in the hotel segment and with the residential segment structured in one- and multi- residential condominiums. The secondary activities are developed in the segments of commerce and services, entertainment and leisure, including sports.
This association of activities establishes an adequate model for the proposal to have a balanced tourism activity, taking into consideration the need to offer a residential activity, aiming at the development of São Francisco do Conde. An undertaking of such kind and size, will no doubt require making efforts for the correct installation of the community equipment of infrastructure and will require, in the areas of education and health, the assistance of government agencies in partnership with a group of investors, for activities such as handicraft courses, dancing and professional education, besides medical clinics in accordance with future demand. A minimum area of 5% of the occupied area of the island, which corresponds to 26.09ha, shall be used for the implementation of this institutional equipment and reserved, in separate lots, outside the limits of the undertaking, in an area where occupation is allowed and that has direct access to a road.
The urban concept elects the equilibrium between occupied spaces and the environment with proposals that will undoubtedly result in better quality of life for the future inhabitants and residents of São Francisco do Conde.
The management plan foresees the occupation of approximately 5.33% of the total area with constructions and 0.04% with a system of access and internal circulation by road. Occupations with swimming pools, courts and other equipment will be added to these areas, reaching an approximate percentage of 10.00% of impermeable areas, thus obtaining a high rate of permeability, with 90.00% to be used as open spaces. The circuit of open spaces is therefore composed of the areas of preservation and permanent protection that correspond to the swamp, the coast and the area belonging to the Navy, the humid area and its protection zones, the forest areas, besides the green areas generated by the Project, which correspond to the green strips by the roads, the parking lots on permeable ground and the remaining non-occupied areas, inside the uses.
The indexes obtained reflect a low density occupation. Considering the net area of the island, excluding the swamp area, the gross density reached 51.59 inhab/ha and the net was 45.88 inhab/ha.
The undertaking also foresees the implementation of projects of basic infrastructure (water, sewage, sanitation, drainage, electricity, telecommunications, an internal road system for circulation, accesses and treatment of solid residues).
The areas of protection and permanent preservation are included in the category of “non aedificandi” areas as they are an efficient means of preservation. This whole area was kept as a private green area, especially the one next to residential uses. In the uses of hotels and of commerce and services, they will remain as private domain, and their maintenance will be the sole responsibility of the owners.
From the urban point of view, these areas have an important role, as they are adequate for a number of activities related to leisure, sport and entertainment.
The remaining internal green spaces in the uses are added to the circuit of open spaces, with the objective of contributing to the liberation of air circulation and to present a pleasant urban image, besides keeping the vegetation in its natural state.
The intention is to create, with the addition of these green spaces, an alternation between occupied spaces and free areas, which will result in a pleasant, satisfactory environment.
The preservation of forest areas aims at guaranteeing the integrity of the natural landscape and maintaining vegetal covering. The remainder of the occupations within the corresponding uses is being maintained due to its relevance to the resulting equilibrium of the environment.
The sidewalks alongside the main circulating road and of the secondary internal ones for the uses represent a considerable portion of free space, especially if their importance is considered in the composition of the urban image. With the objective of not being more aggressive towards the environment, the paving used in the parking lots will be permeable, either mixed with green or small stones.
- Jobs generated by the undertaking
The implementation of the occupation proposed by the management plan will generate a relevant demand of labour. For the operation stage, considering a period of fifteen years for its implementation, a total of 4,872 direct jobs has been projected, 2,100 for the hotel sector, 294 for administration and maintenance, commerce, services, entertainment and leisure and 2,478 for the domestic sector.
A basis of 1 employee/HU (hotel unit) was adopted for this labour estimate. In the areas of commerce, services, entertainment and leisure, numbers were adopted that are adequate for the use and in residential areas 1 employee for every two residences.
The economic activities foreseen in the area of the Project are concentrated in the tertiary sector. Among tertiary activities, tourism stands out due to its economic importance in the area. The growth of tourism shall be the great lever to economic growth, this being the reason for the Project to propose the structuring of an undertaking where the entrepreneurs of the sector will encounter new investment opportunities.
For some time, tourism in the area was related only to environmental characteristics, as can be observed by the insignificance of public and private actions to ensure a better performance in the sector. The occasional attempts, until the implementation by PRODETUR, were characterized by reduced importance and lack of success in attaining the proclaimed objectives.
However, within the last years, this picture has changed. Some weighty measures are being taken to increase productivity in the sector, as for example the construction of Linha Verde – BA 099 and the expansion of the International Airport Deputado Luís Eduardo Magalhães. Together with these concrete actions, PRODETUR beckons with the accomplishment of investments in works of infrastructure and road access in Baía de Todos os Santos, in partnership with the State Government, and with resources from the Banco Interamericano de Desenvolvimento – BID (Inter-American Development Bank).
