I thought it meant that such services would be 'in danger of being cut', but the sentence doesn't make much sense to me: shouldn't it be 'mínima rentabilidade'? any ideas welcome!

I.e., an integrated system of urban transport that caters to citizens' needs and puts an end to purely financial criteria which so far have meant crowded buses in routes where the number of buses has been reduced because the route is not profitable...

Now it occurred to me that nobody answered your question: "shouldn't it be 'mínima rentabilidade"?

Well, I believe that "máxima rentabilidade" makes sense in the context: we have to abandon the current maximum profit mentality, since this model is based on poor-quality services, overcrowded buses, etc. (in this case, profit occurs at the expense of quality and good services).
