Asker: I agree with you on 'practices' and 'background' is so close but not quite right. In the end, I went with "Record of Practices Investigated" because unlike we would expect from the English term 'background', there weren't two sets of events, one of which provides context for understanding the second. Instead, there was just one set of events and the histórico says what they are. I call that a 'record' or 'statement' or even 'summary' or 'report' in American English.
