Eu acredito, amigo, mas nunca vi. Eu só trabalhei em obras em 2010/2011, e já nã vi mais nada diferente das amarelinhas de fita/cinta. Mas imagino que a tecnologia anterior, até se obter um tecido resistente e seguro o suficiente, fossem os velhos cabos de aço e cordas de nylon.

Web Neste caso significa que é no formato de CINTA. Poderia ser cabo de aço, corda de nylon, etc. Por exemplo, as eslingas de içamento, quando em forma de cintas, são chamadas de webbing slings.
