This term occurs in the following press release about the Copa del Rey 2007 that will be held in Palma de Mallorca this summer. Any ideas as to how this translates into English are most welcome. So far, all I've come up with is "referee surveillance". Thanks.

I would go with "referee observation" instead of "referee surveillance" since the latter has the connotation of observing those that are under police observation, such as prisoners. Both are given as translations in Harper Collins, and this is one of the main differences. of course, "surveillance" is more common, but usually it is used to observe those that have either committed or are suspected of having committed crimes.

Explanation:
"vigilance" frequently used at sea when referring to watch-keeping etc. I chose "arbitrary as it would seem that the sort of vigilance is indiscriminate or almost random, as it would need to be when observing a whole race. I did think of many alternative but this seems to me to be the simplest and best translation. Hope this helps :-)
