It's a favourite on a city pub crawl and does boisterous as standard so I’m thinking **all stops will be pulled** for St. Patrick’s Day.

Credo che intenda:
siccome questo pub è il più noto/favorito tra quelli della citta, e di solito molto chiassoso e vivace, tutti vi si fermeranno e vi entreranno nel giorno della festa............ vi sembra sensata come interpretaz. ???

Il senso è questo, "to pull all the stops" = to go full out, to give 100%.

Un interessante nota sull'origine dell'espressione idiomatica:

pull out all the stops
to do everything you can to make something successful
Usage notes: The stops are handles on an organ (= a large instrument used in churches), which you pull out when you want to play as loudly as possible.

Penso che il "darà il massimo" di Sara vada già bene (o "faranno del loro meglio" - i gestori del locale), ma io lo renderei più o meno così: "X è una delle tappe più gettonate quando si fa un giro dei pub in città ed è già di norma molto vivace, ma sono sicuro che per il giorno di S. Patrizio supereranno se stessi".

O magari "loro stessi", anche se a me non suona benissimo in testi particolarmente discorsivi.
