The term "compost" is widely used and "plant soil" sounds like "soil for growing plants in", I was wondering about the best way to express soil that has been made from sludge from a wastewater treatment works - composted residue soil? Or is there an accepted term in the industry?

If the text is introducing this more as a vague concept, I would keep the concept vague, too, as the Google results generally do. There are more results for "compost made from sewage sludge" than "construction soil", even if this is the industry term.
Additionally, the naming of this product appears to be of great controversy in any case:
"But you won't find the word "sewage sludge" on the bags of "soil," "soil amendment," "compost" or "fertilizer" that are made from the sludge. Instead, you may find the word "compost" in the ingredients and even the word "organic" or "organics" on the label. Unless the material has the Organic Materials Review Institute (OMRI) certification, however, it is not a certified organic product. Organic produce cannot be grown in sewage sludge under federal law."

I've noticed that the suggested translations are not totally in agreement on what the 'object' really is.
I think it is 'agricultural' cos the article talks about 'näring' and 'sludge' would not make a very good foundation for construction.
As it goes 'on top', it is for me 'topsoil' which is a well used term in growing. See Wiki definition that mentions organic matter (näring)
You could of course add a phrase such as 'recuperated from sewage works'
