This is the direct translation. It normally means money that has not yet been or cannot be allocated to a target account (for example, the money will be allocated overnight or the target account number may be wrong).

There are several examples of this phrase on Google, but I can't find an actual definition of "money in suspense".

However, this is a definition of "suspense account": A temporary account in which entries of credits or charges are made until their proper disposition can be determined. (http://www.thefreedictionary.com/suspense account)

Я бы переводил описательно - адекватного термина (или даже одной фразы) в английском, скорее всего, нет (в силу отсутствия в англоговорящих странах самой концепции "зависания" денег в банках - в обозримом прошлом, естественно).
