Discussion
Further down the report there are other similar sentences which show the author is obviously trying to introduce some linguistic variety into an otherwise repetitive text. eg.
Der kumulierte Umsatz pro Bett liegt bei ...
So I think phillee and igerold's proposed answers are the right ones for this context.
