driving a learner's car

This is the translation according to Gyldendals Store Røde Dansk-Engelsk Ordbog.
For simplification (perhaps particularly if the translation is for the US market), you might also be able to use just "(general) driver's ed."
Although the term 'skolekørsel' may be used to referred to transportation to/from school, in the above-mentioned context, it is most certainly referring to practice driving during driver's education.

driving school

In this context I believe 'øvelseskørsel' refers to 'learner driving' seeing as the following elements in brackets are all encompassed within this area (i.e. they are examples of the types of driving a learner would do) - in which case 'driving school' (i.e. having driving lessons) is the correct reference for 'skolekørsel'
