Lower copays for being in the Low Income Subsidy program
"Low Income Subsidy (LIS) copays" are lower than normal copays. For example, if normal copays are $10, then Low Income Subsidy (LIS) copays may be $2.

Yes, cost of prescriptions will be reduced or covered under the LIS subsidy
This explains how costs can be reduced through paying insurance premiums and or receiving Extra Help under LIS schemes

See here for "extra help" explained

"How does Medicare Part D’s Extra Help program work?
If you qualify for Extra Help and join a Medicare prescription drug program, you’ll:
Get help paying your Medicare drug plan’s costs
Have no Part D late enrollment penalty
Be covered during the coverage gap (also called the "donut hole")"
Four different levels of Extra Help
Based on your income and assets, you could qualify for one of four different levels of Extra Help. Depending on your plan and your level, the program may pay 25%, 50%, 75% or 100% of your monthly Medicare Part D premium for you.
Keep in mind: Extra Help only covers prescription drug costs.
So, all the first part means:
"Members who get “Extra Help” are not required to fill prescriptions at preferred network pharmacies in order to get Low Income Subsidy (LIS) copays" =
Members (of Aetna plans) who are also receiving LIS "Extra Help" DO NOT have to go to specific "preferred" pharmacies in order to get their medicines with the appropriate copay price discount/reduction for them
