It refers to the headquarters of the Ministerio de Economía (Argentina). For the US, do we say "headquarters"?

Unless it's clear from the context, you would have to add "of Economy." "Ministry of Economy," with 1,390,000 references, is 5 times more common that Ministry of Economics (255,000 references). The Ministry's mission is to steer the national economy. "Ministry of Economics" would mean that it's responsible for the discipline of economics.

Concerning the discipline of Economics since its the Ministry of Economics (Finance?)...

"Headquarters" means the central office of an organization.

If the target text is for an American client, I would use "Department", the term used in the US. Ministry may be used, too.
