Nota Ilicitude #1 Statement of Objections is a standard term in EU Competition Law.

Definition: written communication which the European Commission has to address to persons or undertakings before adopting a decision that adversely affects their rights.
Explanation: This obligation on the Commission flows from the addressees' rights of defence, which require that they be given the opportunity to make their point of view known on any objection which the Commission may wish to make in a decision. The SO must set out all objections upon which the Commission intends to rely in its decision. The SO is an important step in all competition law proceedings in which the Commission has the right to adopt negative decisions.

However the corresponding PT term in EU Competition Law is "comunicação de objeções" not "nota de ilicitude".

The proceedings are either criminal or quasi-criminal (contra-ordenacional) given the use of the term "arguidas".

I presume that DGC = Direção-Geral do Consumidor (Portugal).

A nota de ilicitude is a notice addressed to the accused that gives them details of the offence they are alleged to have committed and notice to file a defence within a given period.

statement of objections

If the PCA opens a second investigation phase it shall formally
notify the parties to the alleged infringement of its decision and
send them a statement of objections ("Nota de Ilicitude").
Note from asker:
@Charles, I have seen this translation before but it does not make sense in the context as it refers to the 'charges' not an objection to the 'charges'
