: IMHO, "monitoring" suggests observing without interfering. "The UN will monitor the situation" means just that, but here the implication seems to be that the state will keep businesses under observation and interfere whenever it feels like it.

: Могу только сослаться на первоисточник - словарь Вэбстера. Там прямо дается синонимия - control = regulate. Самое прямое значение слова - управлять/управление. Контроль - не управление, а проверка корректности, правильности, соответствия.
