apostillar tiene el sentido de "añadir".
Una apostilla, según la RAE es una acotación que comenta, interpreta o completa un texto. La apostilla de la Haya es una "nota" añadida a un documento para legalizar la firma de quien lo rubrica.
Si se reproducen las cláusulas de un contrato, quiere decir que el notario "da fe" de lo que a continuación añade.
Es una interpretación bastante libre, porque no es una expresión de uso frecuente en ESpaña.

When my wife had to send a notarized statement from Florida to Puerto Rico concerning an inheritance matter, it first had to have an apostille affixed by the Secretary of State of Florida.
The reference below refers to the following:
Apostilled Passport
Apostilled Certificate of Non-Impediment or Certificate of Freedom to Marry
Apostilled Court Documents
etc.
