Source text - English In both the academic and the public sphere the matter how the government allocates resources is often debated. Naturally, the taxpayer expects from his government that his money is well spend, or expressed in economical terms, that the government make decisions that maximize his utility. According to the utility maximization theory a higher income gives a higher level of utility. This implies that, a nation’s growth rate is of importance and that, by development theory, a nation’s growth rate is partly dependent on technological development.
In Sweden, the advanced technologic systems have augmented the efficiency of the bureaucracy. The Swedish tax office has, for instance, already started with an online declaration function. This service is an alternative to the paper declaration and its main purpose is to decrease the administrative time needed for the declaration, for both the customers and their employees. The online declaration option is new to the public and the usage this year (2010) was limited. Nevertheless, the investment can, in the long run, be cost saving once the public “learns” the usage of this self-service option.
Technological development has resulted in self-service options becoming a substitute for the traditional way of personal service in the private sphere. Companies are investing in developing self-service technologies in order to diminish costs, especially, in the customer service centers or call centers. If the customers can easily find accurate information to resolve their queries, then these customers do not have to inquire personally. The result is a lower volume in calls, which implies a decrease in expenses. Customers are likely to increase their utility if they spend less time to find the required information. Those who prefer personal assistance might see their utility decrease since utility also depends on preferences.
An interesting question is whether such self-service alternatives can offer more utility to the public. For example, if 40 % of the customers that calls have general questions that could be resolved through a self-service channel, then could a switch to a self-service channel increase the publics’ welfare?

Het is vanzelf sprekend dat de belasting betaler verwacht dat zijn geld goed besteed wordt, of uitgedrukt in economische termen, dat de regering besluiten maakt die zijn utiliteit maximaliseert. Volgens de utiliteit maximalisatie theorie geeft een hoger inkomen een hogere utiliteit niveau. Translation - Swedish I båda den akademiska som i den offentliga sfären ställs ofta frågan hur regeringen spenderar sina tillgångar. Skattebetalaren förväntar sig naturligviss att sin regering spenderar sina pengar väl, eller uttryckt i ekonomiska termer, att regeringen fattar beslut som maximerar sin nytta. Enligt nytta maximering teorien tillför en högre inkomst en högre nytta nivå. Det innebär att en nations tillväxt ration har betydelse och att, enligt tillväxt teorien, en nations tillväxt ration delvis är beroende på teknologiskt utveckling.
I Sverige har avancerande teknologiska system förbättrad byråkratins effektivitet. Svenska skatteverket har, till exempel, redan introducerad en online deklaration funktion.
