This legal definition makes it clear that the contracted party is controlled by the public sector entity but has its own corporate structure ("personificado") and can therefore be considered as an "in-house" service provider. There is no private sector involvement.

This is Spanish administrative legalese, no wonder that you could not find anything about it. This type of obscure “language” is even difficult to grasp for Spanish civil servants themselves.

“Medios propios” should be written in quotation marks, since it is actually used in a figurative way (again, most Spanish “funcionarios” do not know what is meant by this cryptic expression).
