Legal Year Opening Report may be ambiguous as referring to the year or to the report.

Court business is conducted over a year-long period (the Legal Year) divided into terms (when judges sit in court) and recesses. The legal year usually begins in autumn after summer recess and alternates between sittings and recesses until the following summer recess begins.

In Australia the Law term / Legal Year is from February to December. Law Term / Legal Year are the established expressions for the period where the judiciary is at work normally. Hope it helps. Some references:
