Tertiary plains
I can't see any reason not to do this literally. It's a perfectly standard term in English:

Tertiary should have a initial capital letter in English because it's the name of a geological period. It's actually a term that no longer has official status in geology, but it's still widely used:

Plains with tertiary forest cover
Example sentence:
has been farmed over for two centuries, although the less fertile and more forested parts have in many cases reverted to secondary or tertiary forest cover.
The Juma River is reasonably densely settled (from there to Manaus) so there is only tertiary forest cover (scrub jungle) hence no large wild animals but the area

: Why forest cover? The Campo de Calatrava is pretty bare!

: In addition, the airport-construction site in qestion may not even have a forest cover whatsoever, no? The example sentences you used focuses on wildlife habitat/agriculture where the presence of a forest cover is relevant to the text.
