Hoy en día todo es explotable Los constructores y los municipios reciben rentas por las vallas publicitarias que se exhiben en las cercas de las construcciones. No dudaría que los productores de cine hagan lo mismo.

No, it's not referring to the billboards that are hung on walls or whatever but the actual physical fences used to section of areas, for filming, for parking etc...but no worries, we can leave it

I think you may have got hold of the wrong end of the stick - as Rafael says, it means a billboard, nothing to do with screening off actors. But if you won't provide an example of the phrase in context, we probably won't be able to help you.

In the cinema/tv world, there is always a person in charge of the "vallas publicitarias" which section off an area in the street where the filming is to take place, to reserve the space where the actors do their bit. I'm looking the advertising phrases for the vallas or even better, the technical name of the crew member who is in charge of such
