Source text - Arabic يعد الرقم القياسي لأسعار المستهلك أحد المؤشرات الإحصائية التي تشكل مدخلا هاما في التخطيط والبحوث في مختلف المجالات، وتحرص مراكز الإحصاء والإدارات الإحصائية في مختلف البلدان على تركيب هذه الأرقام، التي تعتمد على أسعار سلة من السلع والخدمات التي يستهلكها القطاع العائلي، وتشكل القيمة المحتسبة سلسلة زمنية لقياس التغير الذي يطرأ على تكاليف المعيشة عبر الزمن.
يتم حساب الرقم القياسي لأسعار المستهلك حسب الصيغة الرياضية للاسبير، التي تعتمد أوزان سنة الأساس. أما السلع الموسمية فتتم معالجتها آليا ضمن ملف الإكسل الذي صمم لحساب الرقم القياسي، ويتم معالجة السلع الموسمية بتوزيع وزن السلعة الموسمية في الشهر الذي لا تتوفر فيه على باقي سلع المجموعة التي تنتمي إليها تناسبيا مع الحجم. تتم معالجة السلع التي تتغير مواصفاتها بتعديل سعر الأساس بعد استبدالها بالسلعة ذات المواصفات الجديدة.
يتم حساب متوسط سعر السلعة على مستوى المجموعة الابتدائية (المجموعة الابتدائية هي أدنى مستوى للسلعة يتوفر له وزن) باستخدام الوسط الهندسي. أما المنسوب السعري والوزن الجديد، فيتم حساب المنسوب السعري بقسمة سعر المقارنة على سعر الأساس وللحصول على الوزن الجديد للسلعة يتم ضرب المنسوب السعري بوزن الأساس للسلعة.
لحساب الرقم القياسي على مستوى المجموعات الفرعية، يتم تجميع الوزن الجديد لجميع السلع والخدمات التي تنتمي للمجموعة الفرعية ومن ثم تقسيم الوزن الجديد للمجموعة الفرعية على وزن الأساس لنفس المجموعة. وبنفس الأسلوب يتم حساب الرقم القياسي للمجموعات الرئيسية وأخيرا للرقم القياسي العام.
ومن الجدير بالذكر أنه تتم معالجة السلع الموسمية آليا ضمن ملف الإكسل الذي تم إنشاؤه بهدف حساب الرقم القياسي الشهري لأسعار المستهلك وذلك بتوزيع وزن السلعة الموسمية في الشهر الذي تختفي فيه السلعة على باقي السلع ضمن نفس المجموعة بالتناسب مع الحجم.
أما الرقم القياسي للإيجارات فيتم حسابه بشكل منفصل بأسلوب الرقم القياسي ذي الأساس المتحرك. ومن ثم يتم إدراجه ضمن ملف الإكسل الرئيسي. ومن الجدير بالذكر، أنه يتم حساب الرقم القياسي للإيجارات بشكل ربع سنوي.
إن الرقم القياسي لأسعار المستهلك هو عبارة عن متوسط مرجح للتغير السعري لسلع وخدمات سلة الرقم القياسي. إن وزن السلعة/ الخدمة يعكس الأهمية النسبية للسلعة. ويتم حساب وزن السلعة C بقسمة (مجموع إنفاق جميع الأسر على السلعة (C على (مجموع إنفاق جميع الأسر على جميع السلع والخدمات).
Translation - English The consumer Price Index (CPI) is considered as one of the statistical indexes that constitute an important approach in research and planning in various fields. Statistical centres and the statistical administrations in different countries focus on the combination of these figures that depend on the prices of a package of goods and services that are consumed by the family sector. The calculated value constitutes a timeline to measure the change that occurs in the living costs over time.
The CPI is calculated according to the Aspire mathematical formula, which uses base year weights. As to seasonal goods, they are automatically processed within the excel file that was conceived to calculate the index number. The seasonal goods are examined by distributing the weight of the seasonal commodity in the month when the rest of the group to which it belongs is proportionally unavailable with the volume. Goods whose specifications change are processed by adjusting the base price after replacing it by the new specifications.
The average price of the item is calculated at the primary group level (the primary group is the lowest level of the commodity with weight) by means of the geometric medium. As for the price ratio and the new weight, the price ratio is calculated by dividing the comparative price by the base price and in order to obtain the new weight of the commodity the price ratio is multiplied by the base weight of the commodity.
To calculate the index at the subgroup level, the new weight of all goods and services that belong to the subgroup is clustered and then the new weight of the subgroup is divided by the base weight of the same group. Similarly, the index of the main groups is calculated and finally that of the overall index.
It is worth mentioning that seasonal goods are automatically processed within the excel file created with the to calculate the monthly consumer price index by distributing the seasonal commodity weight in the month in which the commodity disappears by the rest of the goods within the same group proportionally to the size.
The rental index is calculated separately in the mobile-base index method. It is then inserted into the main excel file. It is worth- noting that the rental index is calculated quarterly.

Source text - French La principale vocation de la sécurité est d’éliminer les risques inacceptables qui pourraient être responsables de blessures physiques, d’atteinte à la santé des personnes, dégrader l’environnement et causer des pertes de production à coût élevé. Pour assurer cette sécurité, il faut d’abord avoir une bonne organisation [01].
Loin d’être qu’une question d’organisation, la sécurité est également basée sur des méthodologies et des procédures techniques à mettre en œuvre. La norme IEC 61508 s'est imposée à l’échelle internationale. Elle est orientée “performances” et laisse le soin à l'utilisateur de réaliser son analyse de risque, en lui proposant des moyens pour le réduire. Elle porte plus particulièrement sur le système E/E/PE (Electrical/ Electronic/Programmable Electronic Safety- related systems), des systèmes électroniques et électriques de sécurité. Le système IEC 61508 est constitué d’une norme générique et de normes adaptées aux secteurs d’activités. Les parties composant l'IEC 61508 sont les publications de base de la Commission Electronique Internationale (IEC) dans le domaine de la sécurité fonctionnelle [06]. L'IEC 61508 a influencé le développement des systèmes E/E/PE et des produits concernés par la sécurité. Néanmoins, le statut de norme de base de l'IEC 61508 ne s'applique pas dans le contexte de systèmes E/E/PE concernés par la sécurité de faible complexité. Par ailleurs, en sureté de fonctionnement, la sécurité est la combinaison de la probabilité de la manifestation d'un événement dangereux et de la gravité de la lésion ou de l'atteinte à la santé causée à des personnes par cet événement (ILOOSH 2001) , directement ou indirectement, résultant d'un dommage au matériel ou à l'environnement. Une analyse des risques permet de déterminer comment la sûreté de fonctionnement permettra d’assurer une protection adéquate contre chacun des risques qui peut survenir. En effet, les fonctions de sécurité sont la résultante des systèmes électriques, électroniques ou électroniques programmables qui sont souvent assez complexes, ce qui a pour conséquence de rendre très difficile la détermination des défaillances. Ainsi, la sécurité de fonctionnement dépendra du bon fonctionnement d'un système dans sa globalité ou d'un équipement en particulier en réponse à ses entrées. Ce qui revient à introduire le niveau d’intégrité de sécurité (SIL) [2]. Celui-ci est un niveau parmi quatre niveaux discrets. Chacun correspond à un domaine pour la probabilité de défaillance d’une fonction de sécurité. Il existe deux méthodes pour en évaluer le niveau. La Méthode des graphes de risques qui consiste à hiérarchiser les niveaux de sécurité à partir de quatre paramètres liés à la conséquence du risque sur le personnel ou l'environnement, à la fréquence d'exposition au risque, à la possibilité d'éviter le danger et à la probabilité d'occurrence du danger. La deuxième, elle, consiste à calculer le MTBF , MTTR , λi , PFD [03].
Comme la sécurité et la santé des travailleurs sont devenues des exigences essentielles pour les employeurs y compris dans la législation algérienne, notre étude a été réalisée sur un des sites de l’entreprise SONATRACH - d’Arzew , au niveau du complexe de liquéfaction de gaz naturel GL2/Z , ayant pour objectif l’amélioration du fonctionnement et des performances de ses installations, ainsi que leur sécurisation. La réalisation d’une analyse de risque impliquera deux étapes de base : la première consistera à identifier chaque danger potentiel qui peut exister à cause des caractéristiques des produits exploités et les flux énergétique permettant le fonctionnement des installations du complexe GL2Z d’une part, des tâches exécutées, nature des travaux ainsi que les procédures appliquées dans le complexe GL2Z d’autres part. Comme il consistera également à déterminer les actions à effectuer pour prévenir l’exposition des employés à chaque risque ainsi que pour la maitrise des impacts sur les biens et l’environnement.
Une analyse préliminaire des risques consistant à répertorier, au sein d'une entreprise, tous les types de risques qui sont connus ou qui pourraient se manifester, sert à hiérarchiser les étapes à suivre. Cela consiste principalement à repérer et identifier, dans l’entreprise ou pour un processus de fabrication : des substances ou préparations dangereuses, des équipements dangereux et des opérations dangereuses. Le but est d’assurer l’appréhension et l’anticipation d’un danger potentiel, lié à un site spécifique ou à une activité afin de réduire et/ou atténuer ses conséquences. Le travail d’analyse de risques est un outil très intéressant pour les managers et les superviseurs à utiliser dans l’obligation de prévenir l’exposition des employés aux risques pouvant porter préjudice à la santé la sécurité et l’environnement.
Translation - English The primary vocation of safety is to eliminate the unacceptable risks that can be the cause of physical injuries, of nuisance to people’s health, of degrading the environment and causing losses of high-cost production. To ensure this safety, it is initially necessary to have a good organization [01].
Far from being only a matter of organization, safety is also based on technical methodologies and procedures to implement. The IEC 61508 norm was asserted at an international scale. It is oriented towards "performance" and leaves to the user the task of carrying out his analysis of risk, by suggesting means to him/her to reduce it. It relates more particularly to the system E/E/PE (Electrical/ Electronic/Programmable Electronic Safety- related systems), electronic and electric safety systems. The IEC 61508 system consists of a generic standard and norms adapted to the sectors of activity. The elements that constitute the IEC 61508 are the basic publications of the International Electronic Commission (IEC) in the field of the functional safety [06]. The IEC 61508 has influenced the development of the systems E/E/PE and of the products concerned with safety. Nevertheless, the statute of basic standard of the IEC 61508 does not apply in the context of the systems E/E/PE concerned with the low complexity safety. The IEC 61508 is thus manifested as being a standard based on an approach safety life cycles, and consequently, it describes the model and identifies the activities and the needs, on this basis. Most orientations (in particular the CEI 61508) require a much broader approach involving a control on the range of activities and of the life cycles which influence the safety of the integrity.
In addition, To ensure functioning, safety is the combination of the probability of the demonstration of a dangerous event and of the gravity of the lesion or the nuisance to health caused to persons by this event (ILOOSH 2001) , directly or indirectly, resulting from a damage to the material or the environment. An analysis of the risks makes it possible to determine how the safety of operation will allow ensuring an adequate protection against each risk that may occur. Indeed, the safety functions are the results of the electric systems, electronic or programmable electronic that are often rather complex, what makes it very difficult to determine the failures. Thus, the operating safety will depend on the correct operation of a system as a whole or of equipment in particular in response to its entries. This leads to introduce the safety integrity level (SIL) [2]. This one is a level among four discrete levels. Each one corresponds to a field for the probability of failure of a safety function. There are two methods to assess its level. The Method of the risks’ graphs which consists of setting a hierarchical level of security, from four dependent parameters with the consequence of risk on the personnel or the environment, at the extent of exposure to the risk, with the possibility of avoiding the danger and with the probability of occurrence of the danger. The second consists of calculating the MTBF , MTTR , λi , PFD [03].
As the safety and the health of the workers became essential requirements for the employers including the Algerian legislation, our study was realized on one of the company’s sites SONATRACH - Arzew , in the complex of Liquefied Natural Gas GL2/Z . It aims at improving operation and the performance of its installations, including their securing. The achieving of a risk analysis will imply two basic stages: the first will consist in identifying each potential danger that may exist because of the characteristics of the used products and energy fluxes that allow the operation of the GL2Z complex installations, on the one hand. On the other hand, it considers tasks carried out, the nature of work as well as the procedures applied in the GL2Z complex. It will also consist in determining the actions to carry out for preventing exposition of workers to each risk, as well as mastering the impacts on the goods and the environment.
A preliminary analysis of the risks consisting in indexing, within a company, all types of risks which are known or which could come up, is used to order the stages to follow. This consists mainly in locating and identifying, in the company or for a manufacturing process: dangerous substances or preparations, dangerous equipment and dangerous operations. The aim is to ensure the apprehension and the anticipation of a potential danger, associated with a specific site or with an activity in order to reduce and/or to attenuate its consequences. The work of risks analysis is a very interesting tool for the managers and supervisors to use in the obligation to prevent the exposure of the employees to the risks that may jeopardize health, safety and environment.
