Source text - Indonesian Pada era sentralistik, pemerintah menyeragamkan bentuk pemerintahan desa di seluruh Indonesia melalui Undang-undang Pemerintahan Desa 1979. Hal itu telah menyingkirkan struktur pemerintahan adat di Propinsi Sumatera Barat yang disebut nagari. Kemudian pada 1999, pemerintah melakukan reformasi hukum dan menerapkan kebijakan desentralisasi pemerintahan daerah, yang direspons oleh Pemerintah Daerah dengan mengeluarkan Peraturan Daerah tentang Ketentuan Pokok Pemerintahan Nagari 2000. Studi di tiga nagari yang tersebar di tiga kabupaten, yang berkonsentrasi pada soal reformasi kebijakan atas tanah, menunjukkan bahwa proses desentralisasi telah menguatkan hak-hak masyarakat hukum adat. Translation - English Throughout the more centralistic era, the Indonesian state government created a uniform system of rural government throughout the country through the Rural Government Law of 1979. This practice marginalised the adat government structure in the West Sumatra Province, known as the nagari. Then in 1999, the government reformed the law and decreed the policy for decentralized regional government by passing the Regional Regulations on the Principles of the Nagari Government Studies in three nagaris in three different regencies, focusing on reforms of property ownership policy, showed that the process of decentralization had strengthened the rights of indigenous people. But at the same time, the regional government has yet to come up with regulations that actually support the rights of the indigenous people, there is inadequate people participation in the legislation processes, and there are even conflicting regulations. The three problems may threaten the continuity of the progress in the indigenous people’s rights. Therefore, initiatives that foster capacity building in the part of both the government and the people are necessary to encourage a dialog among equals.

Source text - English Introduction This Field Operations Guide is designed for use by members of an Onsite Response Team (ORT). It is broken down into position-specific responder checklists and the following appendices: - Roles and responsibilities statements - Incident-specific response protocols - Task leader job descriptions - Tools - Forms The information presented in this guide is derived from the Chevron International Exploration and Production (CIEP)-endorsed Incident Management System (IMS) as it applies to emergency response operations. The IMS is an all-risks/all-hazards system that is used for organizing and managing emergency response operations directed at incidents, regardless of their nature, size, severity, or location. Familiarity with and training on the IMS are considered to be essential prerequisites to the effective and efficient use of this guide. CIEP’s Emergency Response Organization Within CIEP, an Emergency Response Organization (ERO) distinguishes between Onsite Response Teams (ORTs) and installation and asset Emergency Management Teams (EMTs). The teams are organized in a manner consistent with the principles of the Incident Command System (ICS). Onsite Response Teams An Onsite Response Team is comprised of company personnel and contractors that work at CIEP facilities and within CIEP operations around the world. Onsite Response Team personnel usually are the first individuals to respond to an incident and, since most incidents are minor in nature and can be handled by one or a few people in a short amount of time, they usually handle incidents without the assistance of an EMT. If an EMT is activated, the ORT is integrated into, and becomes the bulk of, the Operations Section of the EMT. The organizational structure of an Onsite Response Team varies from incident to incident depending upon the nature and complexity of response operations. A generic structure is depicted in Figure 1. Source text - English Suami yang Menyebabkanku di Sini Kamar sempit dengan penerangan yang minim. Tempat tidur kecil memanjang adalah satu-satunya benda yang ada di ruangan itu. Di atasnya tampak hamparan sprei berwarna putih yang sudah kusam dan tampak kotor dengan noda di mana-mana. Saya menahan perasaan ketika mengambil posisi duduk di atasnya, agar berhadap-hadapan dengan seorang perempuan yang usianya barangkali sebaya saya. Di luar pintu kami yang tertutup, terdengar gelak tawa dan lengking suara musik dangdut. Suasana rutin malam-malam di lokalisasi. “Kalau boleh tahu, mulai kerja di sini gimana mbak?” Saya menyodorkan pertanyaan itu kepada perempuan yang mengenakan celana panjang hitam dan kaus berwarna merah. Dandanannya biasa saja, jauh dari kesan menor. Tapi yang paling mencengangkan saya adalah banyaknya kalimat-kalimat tauhid yang keluar dari lisannya. “Astaghfirullah… ya…saya juga tahu ini salah ya mbak…” “Ya pengin berhenti juga sih kadang Mbak… malu sama AllahYang Di Atas. Malu sama anak-anak kalau sampai tahu…” “Oh, setiap harinya? Kalau lagi ramai alhamdulillah bisa empat orang, mbak…” Penampilan serta gaya bicara mbak, yang dapat saya kira berasal dari satu daerah di Jawa Tengah itu, sungguh telah mengubah bayangan awal saya tentang mereka yang menyandang predikat pelacur di mata masyarakat. Kembali ke pertanyaan awal saya, perempuan itu tampak tercenung sejenak. Matanya sedikit berkabut ketika mulai bertutur, “Awalnya karena suami saya, Mbak. Suami sering nggak pulang. Akhirnya suatu hari saya ikuti diam-diam. Saya jadi tahu ternyata suami suka ke tempat pelacuran ini…” Saya mendengarkan, membiarkan perempuan itu meneruskan ceritanya kapan saja dia merasa nyaman, “Lalu saya ribut sama suami. Sebab suami tetap nggak mau berhenti ke sini mbak. Soalnya di sini dia sudah punya cem-ceman…. Akhirnya suami malah ninggalin saya, Mbak… pergi dan nggak ada kabarnya.” Saya tersenyum kecil mendengar istilah yang digunakannya barusan. Di hadapan saya, perempuan dengan rambut pendek itu menarik napas panjang. “Ya, ditinggal begitu saya bingung, Mbak. “Akhirnya saya coba cari suami ke sini…kali aja dia nemuin pacarnya lagi.” Perempuan berkulit kuning langsat itu menatap saya, mencoba menyunggingkan senyum, ketika bibirnya yang bergetar terbuka, “Tapi saya nggak nemuin dia. Pikiran saya pengin pulang ke kampung tapi saya malu. Pulang kok sendiri, nggak sama suami. Lagian mikir anak saya mau dikasih makan apa? Saya nggak punya keterampilan.” Jadi? Sosok di depan saya tersenyum salah tingkah, “Akhirnya saya malah kerja di sini, mbak. Tempat yang dulu sering dikunjungi laki saya…” Ironis. Tetapi bisakah saya begitu saja menyalahkan profesinya yang kerap mengancam ketenangan setiap istri? Berkata seharusnya perempuan itu lebih kuat, seharusnya dia kembali saja kepada keluarganya di kampung. Bukankah lebih baik menganggur daripada melacur? Tetapi bukan saya yang berada di posisinya. Saya tidak mengetahui persis situasi yang dia hadapi, latar belakang keluarga, usia dan kondisi sebenarnya anak dari perempuan di hadapan saya ini, dan karenanya tidak pantas menghukum dengan alasan apapun, apalagi berdasarkan asumsi. Saya menjabat tangannya dan mengucapkan terima kasih, seraya menyelipkan sejumlah uang atas waktu yang telah diberikannya. Raucous laughter and the wailing of dangdut music rang out outside our door. Just a routine night in the red light zone. “If I may ask, how did you end up working here, mbak?” I aimed that question to a woman clad in black pants and a red T-shirt. She was not wearing too much make up, she looked far from cheap. But the most astonishing thing for me was the copious utterances of faith dripping from her lips. “Astaghfirullah… well…I know what I’m doing is wrong, mbak…” “Well, sometimes I want to quit doing this, mbak. I feel ashamed before God. Afraid that my kids will find out …” “Oh, in a day? If business is brisk, alhamdulillah, up to four men, mbak…” Mbak’s looks and speech, which led me to believe that she came from one of the regions in Central Java, had truly changed my initial opinion of the people viewed in our society as prostitutes. Back to my initial question, the woman looked pensive for a while. Her eyes misted a little when she started to tell her tale, “It all began with my husband, mbak. A lot of times he didn’t come home. Then one day, I secretly tailed him. In the end I tried to look for him here, thinking he must have gone to see his girlfriend again.” The tan-skinned woman stared at me, struggling for a smile, even as her lips trembled as they opened. “But I didn’t find him. It crossed my mind to go back to my hometown, but I was too ashamed. How could I go home alone, without my husband? Besides, I have my children to think about. How was I supposed to take care of them? I have no skills.” And so? The figure before me offered a sheepish smile. “In the end I work here, mbak. The place where my husband used to go to…” How ironic. But can I justifiably blame her her profession, which wives everywhere view as a threat? Should I say that she ought to be tougher and that it’s better to return to her family in her hometown? Isn’t it better to be unemployed than selling one’s favor? But I am not in her shoes. I do not know the details of her circumstances, her family history, the age and real condition of this woman’s children, and for that reason, it does not seem fair to judge her on any moral ground, much less on mere assumption. I shook her hand and thanked her, pressing some money for the time she had spared for me. She seemed momentarily dumbstruck, before she hugged me, thanked me over and over, and whispered, “Please pray for me, mbak, so that one day I might…” The sentence was left unfinished, but I knew what I had to say.
