The topic is "Jeden worek". Then, the article refers to different European markets being treated the same, rather than considered individually for their own achievements. The phrase "w jednym worku" is used throughout the document, which is why I need to achieve a similar effect in the translation for stylistic purposes. I have been thinking about it so much at this stage, that my mind has gone blank :-(
