(1) Cement the base and tie-rods in place

(2) Hinge the flagpole in place, keeping it lying on the ground

(3) Screw on the white cap complete with the banner arm connection using the three screws provided

(4) Screw on the gilded top above the white cap

(5) Screw the banner arm into the connection provided in the white cap

(6) Insert the screw complete with snap hook into the banner arm connection hole close to the white cap

(7) Fit the sleeve in the flag over the banner arm, connecting the snap hook at the end

(8) Pass the white plastic bands through the loops in the flag around the flagpole; fit the ballast weight into the bottom loop

(9) Raise the flagpole, fixing the nuts to the four threaded anchoring rods at the base
