I dont think there's any special term. Apology screen seems to get lots of ghits.

Not being up to speed on the information you discuss I tried to follow your link [...] but all I recieved was an apology screen saying:

so "défaut de présentation ***d’écran d’excuse*** en cas d’indisponibilité de source" is something like "no apology screen presented when a source is unavailable"
