Yes, I would translate it as "specialists" or "advisers" or something like that. Does this phrase appear anywhere else in the document, Johaina? That might provide some indication of exactly what they do.

"correspondants" is a noun here "les correspondants" are most probably those members of a team who perform technical and functional tasks

Not 100% sure that 'correspondent' is the best word here but it could be a possibility. There are no google references for "technical and operational correspondents".

Functional in this context (quality control) means someone who is operational not literally functional.

"Correspondants" refers to persons and is therefore usually translated as "correspondents", not "correspondence". However, I'm not sure if "fonctionnel" should be translatedhere as "functional", because "functional correspondent" seems to be used in other contexts.
