I'd been inclined to give it a gloss (based on the link below) in brackets rather than a direct translation: e.g. something like "a (short term) employment support contract where public and voluntary sector organisations provide paid employment and work-related support to those experiencing difficulties in gaining employment).

The reason for shying away from a direct translation is that although other countries may run similar schemes, institutional and other arrangements may be too specific to make a catch-all term feasible.
