Non mi è chiaro il senso di questo inciso: se l'obiettivo politico dell'articolo in questione va benissimo, perché l'oratore parla immediatamente dopo delle "difficoltà" che crea per i revisori e della contraddizione con l'obiettivo tecnico di avere un tasso di errore rappresentativo per i programmi?

F. Sébert added that the objective of article 148 is to reduce the audit burden on beneficiaries. ** Its political objective being fine **, it creates difficulties for the auditors and it is also contradictory with the technical objective of having a representative error rate for the programmes. Mr Sébert made also the following points:

- duplication of visits to the beneficiaries should be avoided, this is why the Commission tries to limit its audits at the level of MA/CA/AA;
- in the view of the Commission services, control testing in the EPSA missions is not to be considered as an audit of operation;
