This is from the description of a strategic plan for a research association. I also don't get "nacional y estatal", isn't that the same thing? CAn anyone explain what this is to me?

After some research I would suggest 'purpose-oriented resources', as opposed to 'general resources'.
'finalistes' (Catalan) and 'finalistas' (Spanish) is also used for income and land, which leads me to think that the resource will be used for a specific purpose, as opposed to a general one.

I think 'earmarked funds/funding/resources' works very well.
