Context:

2003 brachte die SGBK Bern das Votum ein, für die Direktion der Kunsthalle Bern endlich eine Frau zu wählen. Dies wurde 2015 mit Valérie Knoll Wirklichkeit.
Die erste Sektionsausstellung im Jahr 2021 hat den Titel «Frauenstimmen. Stimmen Frauen?». Sie findet in Olten in der Galerie des Kunstvereins Olten statt

How would you translate the title of the exhibition so that it has the same artistic effect in English as in German?

I can only think of "Women's voice. Do women vote?" or "Women's voice. Do women have a voice?" but the first variant is not expressive at all while the second variant does not include the word "vote".

How Women Vote: Are they finding their voice?

The German phrase is used to great rhetorical effect here. Of course, you can use short succinct phrases to similar effect in English, too. But if you have to mirror it on a German source text, that makes the job much harder to pull off. So in this case you may have no choice but to rewrite that for your English version. My suggestion covers the theme of women's voices needing to be heard (Frauenstimmen) while giving the 'Stimmen Frauen?' question a slightly sharper edge.

2018 marks 100 years since some women were given the vote in parliamentary elections and 90 years since women got to vote on equal terms to men.

They have 4 referenda/referendums (preferable) per annum in Switzerland and everybody has a chance to express their opinion and vote on the issues concerned.
