Dans le cas où une annonce paraît à l’encontre d’un ordre remis à l’éditeur, l’annonceur peut uniquement prétendre à une réduction de prix équivalente à la commande préalablement établie pour l’annonce en question, ou à une nouvelle parution de son annonce égale à la commande initiale. L’annonceur s’interdit la reprise ou la reproduction d’annonces par un ou des tiers sur les sites internet, Wap, ou tout autre service en ligne.

More context? Could we have the sections before and after? This seems to be saying that the advertisor isn't allowed to insert the ad elsewhere, which seems a bit strange.

The fact this refers to third parties seems to indicate that it is to prevent the client having the advertisement produced by the company re-used by any other publisher.

Yes, "rerun" is usually for broadcast media.
