I think you can only really go for a literal translation here, since Italy has around five different types of police force and for example England has just one. Also the Prefect in Italy also performs other government functions and not just policing (providing documents needed for marriage for instance) and is in some ways like a governor.

Préfecture + see explanation
The De Franchis legal dictionary uses the French word "Préfecture", since the "prefetto" is generally translated as "Préfet" (because of the similarity between the French and the Italian systems). But I think English people would not be able to understand so you need to explain who the "prefetto is, and I would say "local governor" or "local authority".
