Hello, I am translating an NGO press release about how Moroccan authorities have been arresting and deporting alot of people, as part of agreements with the European Union to prevent sub-saharan Africans from migrating into Europe

"Les accords incluent-ils des "performances" chiffrées ou les autorités marocaines font-elle preuve d'un zèle particulier?


How would "performances chiffrées" best be translated here?

but let me explain a bit more of the context, the rest of the press release is about how Morocco suddenly conducted raids and wave of arrests at the end of 2010.
So i think the question I copied in above in French, is raising a question about whether the Moroccan government is carrying out these arrests, to meet performance requirements imposed by Europe.
So I think "performance chiffré" refers to something like a "quota"
But I didn't know if I should translate "performance chiffré" as quota, because quota is a pretty specific term in english
So i wondered if it's better to put like "numerical requirements"...

"Performance targets" as well as slight variations like "performance target figures" or "numerical performance targets" express most closely the meaning within the political context. It's slightly clunkly English but to me it's okay, it's true it woudl be more elegant to restructure the sentence because an exact translation does not really exist, but I'd rather not because i want to preserve the general structure by the author Thanks so much all!"

I'd rephrase it and say something like: Is the implementation of these agreements measured/evaluated in terms of the number of arrests or are Moroccan authorities just being overzealous
or
Are these agreements measured in terms of numbers....

thanks so much, this is very helpful, i think this is close to the meaning as well, but i thought "targets" was a slightly better word than "data" in this context
