Desmandas são desvios no uso do serviço. Exemplo, quando seu cartão de crédito é usado em Fortaleza, mas vc mora em Buenos Aires, a visa/mastercard liga pra vc para confirmar. A leitura biométrica serve para confirmar a identidade do usuário.
Outras medidas podem até bloquear a compra ou uso até que o cliente confirme pessoalmente.

It may also mean to countermand or cancell an order previously sent from the user. However, I am sure it is not because of the mention of biometrics, which are used to confirm user before giving final authorization to something. It is also used in healthcare services. Cheers!

suggestion: atender em tempo útil as desmandas dos utentes = dealing with / responding to abnormal user activities/usage in [reasonable] time.

: Sorry. "Desmanda" here means Desviar-se excepcionalmente da normalidade, It also means to countermand, cancel or disregard an order, among other things
