AFAIK there are no Unicode glyphs for lowercase double quotation marks, so the way to represent them in a document would be to use normal uppercase double quotation marks and remember to change the font size in the final document. For example, to accomplish this in MS Word I had to use subscript for the quotation marks, and increase their font size (since using subscript in MS Word also reduces the size of the text):

Try pressing 'alt+0' (or ctrl+0 on a Mac). This should display a panel of special characters for your language and you can choose the quotation marks you require.
