And how much for doing all stages per video minute?
Do I have to do all the stages when subtitle a video or should I receive it form the provider?

Finally, what are the best softwares (free/ commercial) for each stage?

Sorry too many questions but confusion makes me sick. Appreciate for helping

But:

1.- Two kinds of translation for subtitles:
a.- doing it from scratch, from ear, that is, very difficult if you are a beginner and,
b.- having a Spotting List or Template, that is, the time code is already done in English.
2.- Forget about transcription, go directly into translation.

So, from scratch (what I do), translate subtitle by subtitle. (You MUST know how to do that... you MUST NOT translate everything because of time restriction, etc.), then enter Time In, Time Out, then QC...
With a Spotting List/Tempate, piece of cake! Just overwrite.

Your subtitling software will generate a subtitling document (.srt, stl., etc.), no worries about that.

Burn your subtitling document into a subtitled video with some software.

As you don't say where are you from, can't tell you anything about money. Please be precise and good luck. (Depends of the client, of course).

(Please do excuse my poor English).
