Did a job for a new client... Funny problems for getting paid

Got a job last month... did it; delivered with my USA invoice. One month later they send me bunches of documents for signing... not just a n NDA. But there is an issue with the payment, I am supposed to have a California Business License..and I do not live in California, most of the time I am not even in the USA. Will wait for payment but, ouch!!! It will hurt me to not get payment. Colleagues, WATCH out with New Customers.
