agree  Mario Freitas: It's just one of those ornamented ways of saying things. The translator is afraid of simplifying the obvious and having the client complain, which is not rare at all, considering the clients usually want us to transfer the ornaments to English (unduly).

Out-of-timing was my first thought - like the 'Excesso de Velocidade' speeding ticket I received at my London address from the Portuguese traffic police after I had been 'caught speeding' on a road in Portugal I'd never been to, but in a car registered to a lawyer from Lisbon whom I'd once let stay in my flat.
