Lex Specialis in Civil and Criminal Matters / Civil and Criminal Special Law Explanation: Legislação Especial é a que trata de temas específicos (a Lei Maria da Penha é legislação especial em matéria penal, por exemplo, enquanto que o Código Penal é legislação geral). O termo "legislação especial" (ou lei especial) é "lex specialis", derivado do princípio latino "lex specialis derogat legi generali" (a lei especial derroga/sobrepõe-se à lei geral). Como "special law" ou "special legislation" pode ter significados diferentes em diferentes sistemas jurídicos (ver em http://www.merriam-webster.com/dictionary/special law, https://en.wikipedia.org/wiki/Special_law), sem saber onde será lida a tradução, eu ficaria com o termo latino.
